Developing Municipality
ASK started training program for newly elected municipality members in three provinces: Dohuk, Erbil and Sulaymaniyah in February 2003. More than (130) persons participated in the 3-days workshop. The Workshop emphasized on the Municipality Law in Kurdistan and how can be improved, decisions made by the municipality members, and prioritizing projects. Several practical projects were demonstrated. High rank officials attended the workshops.

Completion of the Municipal Practical Workshop in Erbil – February 18-20, 2003
A municipal workshop was held in Erbil from February 18-20, 2003, aimed at improving the operations of municipal councils by clarifying their duties, rights, and increasing public participation. The event was attended by officials including Minister of Municipalities Abdul Muhaymin Barzani, Minister of Justice Hadi Ali, and representatives from ASK, legal experts, and members of professional associations. Opening speeches were delivered by key figures, followed by a session led by Mohsen Adeeb, Director of ASK Civil Programs. The first section of the workshop included an analytical and comparative study on municipal laws in Kurdistan by Shierzad Aziz, identifying legal inconsistencies and comparing them to laws in Turkey and Iran.
